Driving urban innovation through open data
Jack Kavanagh is the Open Data Lead at Smart Dublin, a collaborative initiative between Dublin’s four local authorities focused on using data and technology to transform public services. Since joining in January 2024, Jack has managed Dublin’s open data portal, which now includes nearly 900 datasets, supporting everything from mobility planning to public service delivery.
“My role sits between project management and data governance – making sure systems work, data is accurate and that we’re using it to deliver better outcomes for people,” he said.
Jack has been heavily involved in active travel projects, such as the new Clontarf to City Centre cycle route. As part of the project, 12 smart sensors are being installed to collect data on how people travel and to spot close pass collisions.
“We’re also expanding our Active Travel Dashboard, integrating data from sources like Google, Strava and Eco-Counter. The next update will bring in new sensor data and additional analytics to support better decision-making,” he explained.
Another key area of Jack’s work is Dublin’s digital twin – a 3D model of the city designed to support planning, infrastructure and service delivery.
“The model already exists but we’re now focused on ensuring it’s backed by reliable, real-time data. That’s what makes it useful for departments on a day-to-day basis,” he said.
Learning to lead across systems
Jack joined the Emerging Leaders program to grow his leadership and collaboration skills, particularly in the complex landscape of local government.
“In this sector, you often need to influence without direct authority – working across independent teams and departments. I’m really looking forward to learning how other professionals working in city councils manage this collaboration and bring their projects to life,” he said.
